 Advocacy and Legal Assistance Centre

The Advocacy and Legal Assistance Centre is an institutional project of the Transparency International network in South-Eastern Europe. In Romania, the Centre was set up in 2003, with funding from the Federal Foreign Ministry of Germany, via the Anticorruption Initiative of the Stability Pact for Europe (SPAI).

The Centre offers assistance and giudance to victims and witnesses of corruption in the public sector. An important element of the Centre's activity is to inform beneficiaries in regard to the legal frame and the mechanisms that can be used to fight against corruption.

Through the services it provides, the Centre has been aiming to preventively address issues generated by corruption in a wide range of segments of the public sector, offering victims and witnesses information regarding both general means of intervention, and specific means of intervention for the respective segment.

Thus, in 2003-2005, with the financial support of the Federal Foreign Ministry of Germany, via the Anticorruption Initiative of the Stability Pact for Europe (SPAI), the activity of the Centre has envisaged especially public administration corruption and behaviours with a high risk of leading to corruption.

In 2005 the Centre has provided specialised services to whistleblowers. Alongside the general information regarding the means to complain against corruption, the beneficiaries - special categories of victims or witnesses - received guidance regarding the legal mechanisms by means of which they can obtain protection from possible repercussions of complaints they have made. For the carrying out of these activities, the Centre received funding from the Embassy of the Netherlands, via the MATRA-KAP Program.

The activities of the Centre in 2006 were dedicated to the assisting and guidance of victims and witnesses of abuse or corruption in the justice system. In the first half of the year the project enjoyed the financial support of the European Union, via the PHARE 2003 Program - Developing the Civil Society. In the second half of the year, the program was supported financially by Auswrtiges Amt (The German Foreign Ministry).

The centre currently continues to provide assistance and guidance to victims and witnesses of corruption in all segments of the public sector.
