Campania „Opriţi codurile!”

Scopul campaniei „Opriţi codurile!” iniţiate de TI-RO a fost

de a protesta împotriva abuzului de putere al guvernului mani-

festat prin modul arbitrar şi netransparent în care au fost ela-

borate şi promovate Codul Civil, Codul de Procedură Civilă,

Codul Penal şi Codul de Procedură Penală. Iniţiativa a adunat

peste 20 de organizaţii civice şi de media, cu scopul retragerii

proiectelor celor patru coduri din Parlament şi organizării de

consultări publice ample la nivelul societăţii în conformitate

cu Legea nr. 52/2003 privind transparenţa decizională.

Sistemul Naţional de Integritate 2009

Scopul studiului privind Sistemul Naţional de Integritate, care

succede ediţiei din 2005, este de a oferi o descriere compre-

hensivă referitoare la problemele legate de corupţie din insti-

tuţiile şi sectoarele publice din România, din perspectiva tran-

sparenţei, responsabilităţii şi integrităţii lor. Studiul NIS 2009

a fost elaborat de un colectiv de cercetare ce a cuprins nu nu-

mai echipa permanentă a TI-România, ci şi contribuţii externe

academice sau ale unor experţi cu experienţă în domeniile

analizate.

Asistenţă independentă în domeniul asigurării calităţii proce-

sului de achiziţii publice şi implementare de contracte

TI-România a acordat asistenţă în procesul de aprobare a do-

cumentaţiei aferente licitaţiei şi în procesul de evaluare, pre-

cum şi pentru procesarea documentelor cu caracter tehnic,

referitoare la implementarea contractelor, în vederea îmbună-

tăţirii capacităţii administrative a Oficiul de Plăţi şi Contracta-

re Phare(CFCU) de a gestiona fondurile pre şi post aderare,

respectând cele mai înalte standarde de calitate.

“Stop the Codes!” Campaign

The aim of the “Stop the Codes!” Campaign initiated by TI-

RO was to protest against the abuse of power of the Romani-

an government manifested within the arbitrary and opaque

manner of elaborating and promoting the new Civil Code,

Civil Procedural Code, Penal Code, and Penal Procedural

Code. The campaign gathered more than 20 civil society and

media organisations, advocating for the withdrawal of the

draft codes from the Parliament and for a large public debate

at the level of the Romanian society, in accordance with the

Law 52/2003 regarding the decisional transparency.

The National Integrity System 2009

The aim of the National Integrity System study, which

succeeds the 2005 edition, is to present a comprehensive

corruption-related description of the current state of affairs of

the main Romanian public institutions and sectors with regard

to their transparency, accountability and integrity. The 2009

Romanian NIS study has been conducted by a research team

that comprised not only TI-Romania’s permanent staff, but

also external contributors with strong academic and/or back-

ground expertise in the analysed issues.

Independent assistance in the field on ensuring the quality of

the public procurement process and contract implementation

TI Romania provided technical assistance in the process of

approving tender documentation, in the evaluation process, as

well as with regards to the management of technical docu-

ments regarding contract implementation, aiming to improve

the administrative capacity of the Central Finance and Con-

tracting Unit (CFCU) to manage pre- and post-accession

funds, meeting the best quality standards.
