Aim of the project:
The goal of the project is to utilise anticorruption instruments in order to involve the citizens and civil participation in the European area. TI – Romania, together with the 3 operative ALACs, are required to provide a detailed analysis on the citizen’s participation and to carry out a study on the existing national legal framework.

Objectives:
- Research on the European legal framework in what regards the rights and the responsibilities of the citizen through specific instruments of TI – ALAC
- Promoting the ALAC methodology at an European level and recommending it as best practice
Activities:
Phase 1
- Research on the factors that affect the mechanisms of civil participation in the 8 countries
- Research on practice and perception, based on the mechanism offered by ALAC
- Creating the premises for the analysis, at an European level, of the civil participation in the fight against corruption
Phase 2 Analysing, both from a quantitative and a qualitative perspective, the four operative ALACs, i.e. the ones in Romania, the Czech Republic, Azerbaijan and Bosnia and Herzegovina.
Phase 3 Evaluating the methodology and the improvement proposals for the ALAC mechanisms
Phase 4 Implementing, monitoring and evaluating the 4 ALACs from the perspective of the newly proposed methodology
Phase 5 Improving policies based on recommendations from TI – S and the other national chapters
Phase 6 Organising a meeting between the researchers (Konstantz University) and the practitioners (Transparency International)
Results:
- Study regarding participative democracy and the European legal framework (month 6, EU consultant)
- Operational report on the ALAC mechanism at a national level (month 12, TI - RO)
- Comprehensive report on the general situation of the ALACs (month 15, TI - S)
- Evaluating ALAC’s efficiency and elaborating recommendations (month 16)
