Thursday, 26th of November 2020, within the project LINC – increase the central public administration capacity in preventing and identify conflicts of interests, incompatibilities and unjustified wealth (MySMIS code: 118 824/project code: SIPOCA 451), a seminar will be held for the National Integrity Agency inspectors, in order to increase the institutional capacity to process data, especially for the detection of unjustified assets.

The seminar will be held by national and international experts, representatives of internal and external institutions, with important results in the field of the fight against corruption. The event will be opened by Silviu-Ioan Popa, General Secretary of the National Integrity Agency, and Victor Alistar, member of the Board of Directors of Transparency International Romania.

The event will feature presentations by Dmytro Kotlyar, World Bank Consultant; Laura Ștefan, Anti-Corruption Expert within Expert Forum Association; Vita Habjan Barborič, Member of the GRECO Bureau; María Emilia Berazategui, Interim Head & Advocacy Transparency International; Rafael García Aceves, Policy Coordinator, Public Contracting Transparency International.

There will be addressed topics such as the system of declaring assets and interests, digitizing the process of declaring assets and interests, international best practices in this field, the legislative framework of integrity from a civil society perspective, good practices in GRECO Member States in managing integrity incidents, as well as alternative methods of preventing, detecting and managing conflicts of interest.

Thus, ANI integrity inspectors will find out the best practices encountered at the international level in the field of declaring assets and interests, which will be useful in carrying out their activity of preventing and combating corruption. This type of activity is not unique in our project, as there was organised a working visit to France, where ANI integrity inspectors participated in exchanges of experience with their counterparts in the institutions with the same responsibilities.

The LINC project aims to increase the capacity of ANI inspectors to detect cases of unjustified wealth by setting up working networks with experts from institutions with the same responsibilities from other Member States of the European Union, as well as with anti-corruption experts from civil society entities or prestigious international organizations such as GRECO or the World Bank.

The seminar will be organized by means of distance communication, respectively through the ZOOM platform, thus ensuring the continuity of the project in the context of the SARS-CoV-2 pandemic that affected all areas of activity.
